The recent move to replace open- ended empanelment with a limited Request for Proposal (RfP) marks a decisive step toward greater structure and competitive discipline in Indian solar tenders. Under this new regime, only bidders who previously qualified through EOI-16 are eligible to participate, and all bids must adhere to a capped tariff of Rs. 3.040/kWh, enforced under the RESCO model.
